The DeSaulnier Digest: DeSaulnier-Authored Aviation Safety Initiatives Passed into Law

Following the near-miss incident at San Francisco International Airport (SFO) in 2017 when an arriving Air Canada flight came dangerously close to landing on a taxiway occupied by four aircraft loaded with more than 1,000 passengers, I spent two years researching aviation and near-miss incidents in consultation with experts in the field in order to author the Safe Landings Act and other important aviation innovation measures to protect the flying public and ensure the United States remains a global leader in aviation.

I am pleased to announce that these provisions were included in the Federal Aviation Administration (FAA) Reauthorization Act of 2024 (H.R. 3935) signed into law by President Biden on Thursday. This bill will reauthorize the FAA for five years while creating a safer, cleaner, more sustainable, and more accessible U.S. aviation system. With a chance only every five years to reauthorize the FAA and as dangerous near-miss aviation incidents are on the rise, I am proud of our work to make these crucial changes that will benefit and protect American workers and consumers.

MARK ADVANCES $35 MILLION FOR CA-10

Funding Would Support Safety, Transportation, Education, and Sustainability in CA-10
Each year Congress provides Member-directed federal funding to a select number of Community Projects through the appropriations process. Under this process, each House member is allowed to submit 15 project requests on behalf of their Congressional District to the Appropriations Committee that meet the criteria set forth by the Committee.

Mark was proud to advance over $35 million for projects that would make our communities safer and more accessible, support students, and reduce our environmental impact. Click here to learn more about these projects and how the district would benefit from them.

Mark Votes Against Republican Efforts to Politicize Our Police
​​​​​​​Last week, House Republicans brought five measures to a vote that they said in name would support police officers, but in reality would harm public safety. Despite the Congressman's strong opposition, all of the measures he voted against passed the House. These include:

  • H.R. 7530, which would prevent the District of Columbia City Council from increasing or decreasing any statutory criminal penalties in the future, and could prohibit D.C. from establishing any new crimes without the involvement of Congress. This bill passed by a vote of 225-to-181.
  • H.Res. 1210, a partisan resolution that demonizes immigrants as criminals and attacks the border policies of President Biden without providing any meaningful solutions. This bill passed by a vote of 223-to-185.
  • H.R. 7343, which would subject undocumented immigrants who are arrested for assault against a police officer to mandatory immigration detention, regardless of if they are found to be innocent. This bill passed by a vote of 265-to-148.
  • H.R. 354, which would permit retired police officers to carry a concealed weapon into school zones, playgrounds, and government buildings, and would force private citizens to allow concealed carry on their property. This bill passed by a vote of 221-to-185.
  • H.R. 8146, which blames the Biden Administration for all issues at the border and ignores the bipartisan border security deal supported by President Biden which Republicans walked away from at the direction of ex-President Trump. This bill passed by a vote of 254-to-157.
