Mark Leads Efforts to Address Health Care Affordability
Expiration of enhanced Affordable Care Act tax credits and rising health care costs will drive health insurance premiums up in 2026. House Republicans recently announced a health care plan that fails to address the drivers behind growing health care costs. As a senior member of the Education & Workforce Committee, Congressman DeSaulnierspoke out against the Republican health care bill (H.R. 6703) when it was considered by the Rules Committee and on the House floor. Congressman DeSaulnier and House Democrats support extending the enhanced Premium Tax Credit and taking additional action to lower prescription drug prices and address major drivers of rising health care costs. Congressman DeSaulnier Opposes Extreme Attack on Transgender Children
Over the last year, the Trump Administration and some states have sought to block parents' ability to access medically necessary and age-appropriate health care for their transgender children. The House recently considered a bill (H.R. 3492) which would make it a felony to provide gender-affirming health care to minors, potentially resulting in prison sentences of up to ten years for doctors, nurses, and parents of transgender children. Despite the Congressman's strong opposition, this harmful legislation passed the House of Representatives and awaits consideration in the U.S. Senate.
Mark Opposes Military Conflict with Venezuela
In the last few months, the Administration has dramatically increased U.S. naval presence around Venezuela; launched military strikes on boats accused of transporting drugs, in apparent violation of international law; and declared a blockade on ships transporting Venezuelan oil. Last week, the House of Representatives considered two resolutions that would limit the President's authority to take further military action without first seeking Congressional approval (H.Con.Res. 61 and H.Con.Res. 64). In an effort to prevent another regime change "forever war," Congressman DeSaulniersupported both resolutions. Despite his support, both failed to pass the House of Representatives.
Congressman DeSaulnier Opposes Weakening Environmental Laws
While our country's permitting and environmental review laws require reform, particularly to remove barriers to new clean energy projects, any policy changes should not unfairly disadvantage clean energy projects. House Republicans advanced a bill (H.R. 4776) that would restructure the National Environmental Policy Act (NEPA) to reduce the number of infrastructure projects that trigger environmental review, remove opportunities for public input on those projects, and undermine protections for vulnerable communities from harmful environmental impacts. Despite Congressman DeSaulnier's opposition, H.R. 4776 passed the House of Representatives and awaits consideration by the Senate.
Mark Pushes Back on Harmful Delta Water Proposal
The Sacramento-San Joaquin Delta supplies fresh water to two-thirds of California's population. A carefully balanced approach to resource management is necessary to ensure a robust water supply for all users and to protect the Delta's sensitive ecosystem. The Trump Administration recently announced plans to pump more water out of the Delta and into Central Valley Project aqueducts for use in farmlands in theSan Joaquin Valley. California water officials have spoken out against this effort, and Congressman DeSaulnier joined fellow Bay Area Members of Congress in sending a letter to the U.S. Bureau of Reclamation in opposition to this harmful proposal.

Congressman DeSaulnier Condemns Attacks on Workers' Right to Organize
Workers' ability and right to organize and bargain collectively for better pay and working conditions is under attack by bad employers. Each year, unscrupulous employers spend more than $400 million hiring anti-union consultants to defeat organizing efforts. Some of these consultants have been caught harassing and intimidating workers, failing to complete mandatory disclosures, and engaging in other illegal union-busting tactics. At a recent hearing in the House Education & Workforce Committee's Subcommittee on Health, Employment, Labor, and Pensions, Congressman DeSaulnierdiscussed American workers' strong support for unions and how the law can be improved to ensure bad actors are held accountable. Mark Advocates for Bay Area Water Priorities at Water Resources Hearing
For decades, Congress has regularly reviewed and updated U.S. water conservation and resource development programs through reauthorizing the Water Resources Development Act (WRDA). The House Transportation & Infrastructure Committee's Subcommittee on Water Resources and Environment held a hearing focused on priorities for WRDA 2026. During the hearing, Congressman DeSaulnier emphasized the growing water management and flood control challenges facing the Bay Area, including Delta communities in the district he represents, and the increasing risks to disadvantaged communities and critical levee systems. Congressman DeSaulnier pressed stakeholders on how WRDA 2026 can authorize a comprehensive, region-wide Army Corps of Engineers study that prioritizes the communities most at risk and identifies projects to strengthen levees and improve long-term water infrastructure planning. Congressman DeSaulnier Highlights Aviation Safety at FAA Hearing
Last week, the House Transportation & Infrastructure Committee's Subcommittee on Aviation held a hearing with Federal Aviation Administration (FAA) head Bryan Bedford to examine the overall state of aviation in America and ongoing implementation of the2024 FAA Reauthorization Act. During the hearing, Congressman DeSaulnieremphasized the importance of ensuring the safety of the flying public and prioritizing transparency around federal aviation investments and their effectiveness. He also highlighted provisions from his Safe Landings Act that were incorporated into thereauthorization, including a requirement to establish a Task Force on Human Factors in Aviation Safety.
