The DeSaulnier Digest: It's Time to Impeach Kristi Noem

January 20, 2026
DeSaulnier Digest

Today marks one year since President Trump was sworn in to office, and his tenure has been marked by lawlessness and depravity. This past week, in the wake of the tragic killing of Renee Good, ongoing ICE violence in our communities, and subsequent lies from the Secretary of Homeland Security Kristi Noem and the Trump Administration, I signed onto a resolution to impeach Secretary Noem. Impeachment is not a process I take lightly, but it may be our only option to enact real change.

COMMITTEE UPDATES

House Passes Misguided Retirement Savings Bill Over Mark's Opposition
Workers saving for retirement deserve to be informed about risks that would harm their investments. The House of Representatives recently passed a bill (H.R. 2988) that would make it harder for retirement fund managers to consider risks to long-term retirement investments like climate change and illegal or unethical business practices. Mark authored an amendment to this bill that would have allowed retirement fund managers to consider these risks while also seeking to maximize long-term investment returns, but the amendment was blocked by House Republican leadership. He subsequently spoke out against the bill during debate in the House. Despite Mark's opposition, the bill passed the House and now awaits consideration by the U.S. Senate. Mark Discusses Effects of AI on Education and the WorkforceArtificial Intelligence, or AI, has quickly become a major presence in classrooms and workplaces across thecountry, with companies citing it as a factor in their decisions to lay off thousands of workers. With the implications of AI-driven disruption looming large and few existing guardrails on the technology, last week Congressman DeSaulnier discussed the harms of rapid adoption of AI on students and workers at a hearing as well as young people's disillusionment with the economy today. ON THE HOUSE FLOOR

Congressman DeSaulnier Joins House in Rejecting Anti-Worker Bill
Under current law, workers across the country must be compensated for time they spend in work-related trainings that are required by their employer. Last week, theHouse considered the Flexibility for Workers Education Act (H.R. 2262), which would enable more employers to force their workers to attend unpaid trainings by weakening existing safeguards. Specifically, H.R. 2262 would make it easier for bad employers tomislabel a required training as "voluntary" in order to force their workers to attend in their own time without pay. Congressman DeSaulnier voted no and the legislation failed to pass the House.

Mark Votes to Protect Water Efficiency Standards
Last week, House Republicans advanced the SHOWER Act (H.R. 4593), legislation that would roll back federal water conservation standards for household showerheads. The bill would weaken efficiency requirements that help conserve water, lower utility costs, and support long-term water reliability, particularly in drought-prone states like California. Congressman DeSaulnier voted against this legislation to ensure responsible water management and conservation efforts. Despite his opposition, H.R. 4539 passed the House and now awaits consideration in the Senate.

Congressman DeSaulnier Denounces Trump's Lawless Pardons
At least 13 individuals pardoned by President Trump this term have already committed heinous crimes since being released, including sexual assault of a minor and a fatal DUI. Instead of promoting accountability and rehabilitation as our justice system should, the President is handing out pardons to political allies and unremorseful offenders, which has led to even more illegality. Last week, Congressman DeSaulnier spoke on the floor to condemn the President's misuse of presidential clemency, including his decision to pardon over 1,500 January 6th insurrectionists.
