The DeSaulnier Digest: Mark Introduces Legislation to Combat Climate Change and Support American Workers
In California, we have seen the consequences of climate change from more extreme wildfires and droughts to skyrocketing temperatures. As a longtime champion for policies that reduce greenhouse gases and protect the environment, I have been working to address the climate crisis by transitioning to a clean energy economy while ensuring no worker is left behind. This past week I introduced federal legislation to support the workforce as we make this transition. I was also proud to oppose a Republican effort to rollback vehicle emissions standards that help protect us and our planet from harmful pollution.
While I worked on these issues in DC, our district office also focused on the environment by participating in a Coastal Cleanup to remove pollution from our waterways. Learn more about this legislation and community event in our newsletter below.

LEGISLATIVE UPDATES
House Republicans Fail to Advance Partisan Government Funding Bill to Avoid Government Shutdown
With federal government funding running out on September 30th and a shutdown looming on October 1st, House Republicans last week attempted to advance a bill (H.R. 9494) to extend federal funding into next March. Congressman DeSaulnier opposed House passage of H.R. 9494 because it included partisan provisions intended to vilify immigrants, and with House Republicans divided on the bill, it failed to pass the House by a vote of 203-to-220. Congressman DeSaulnier supports responsible legislation to keep the government open and working for the American people. The House is expected to take further action this week to avoid a shutdown.
Congressman DeSaulnier Opposes Republican Efforts to Block Emissions Standards
The Environmental Protection Agency (EPA) recently released updated emissions standards for light- and medium- duty vehicles, which is expected to provide $13 billion in public health benefits each year and save car owners $6,000 over a vehicle's lifetime. Despite the many benefits of these standards, House Republicans introduced a resolution to prohibit the EPA from enforcing these standards (H.J.Res. 136). Against the Congressman's strong opposition, the resolution passed by a vote of 215-to-191.
Rep. DeSaulnier Introduces Bills to Support Workers and the Environment
Congressman DeSaulnier recently introduced the Jobs for a Carbon Free Transportation System Act (H.R. 9652) and Protecting Workers for a Clean Future Act (H.R. 9651) to support both reducing greenhouse gas emissions across the transportation sector and the transition of fossil fuel workers to more sustainable industries. As a senior member on both the Committee on Transportation and Infrastructure and the Committee on Education and the Workforce, ensuring no worker is left behind in this transition is one of the Congressman's top priorities. H.R. 9652 would incentivize innovative transportation corridors to reduce greenhouse gas emissions and provide avenues for sustainable investments into public transit. H.R. 9651 would create a National Employment Corps to help workers transition towards jobs in the renewable energy field with strong job training and a federal job guarantee.

East Bay Regional Park District Hosts Annual Coastal Cleanup
We participated in EBRPD's 40th Annual Coastal Cleanup to help remove trash and plastic pollution from the shoreline in Martinez. Participants from across the East Bay worked to make our beaches and waterways cleaner and safer.
